The Oregon Housing and Community Services (OHCS) Co-Location Fund offers grants, loans and technical assistance to projects that co-locate early care and education (ECE) with affordable housing developments across Oregon.

These projects aim to strengthen communities by simultaneously increasing access to affordable housing and opportunities for quality child care.
Applications for this funding are closed until we receive additional funding from the Oregon legislature. Get updates on the Co-Location Fund by signing up for our newsletter.

The First Funding of its Kind

The OHCS Co-Location Fund was established by the Oregon Legislature through House Bill 5011 in the 2021-2023 biennium. It is the first funding of its kind dedicated exclusively to integrating early care and education into affordable housing developments in our state.

In 2025, we committed funds to the following 9 projects. For more details, read our blog post.

Help Us Preserve the Co-Location Fund

The Co-Location Fund addresses two of Oregon’s most pressing needs. Though our funding is paused, we know that the need and demand for co-location projects exceeds what we have only begun to support.

Want to help our future advocacy efforts to reinstate this fund? If you are a provider or developer with a co-location project in mind, you can help by submitting an interest form, so that we can show legislators the demand for this fund.
